With me so far?

Now, the same applies if a wind jutsu is used against a lightning jutsu, a lightning against an earth etc. This is all due to balancing reasons, to keep the wheel balanced. If you need logic, then a wind jutsu that cancels a lightning one gains an electrical charge, a lightning one that cancels an earth jutsu gains a stronger charge as it can't be grounded anymore, an earth that cancels a water one becomes heavier so it hits harder, and a water that cancels a fire gets hot enough to scald people.

Again, this is a GENERAL RULE OF THUMB, as there will be exceptions, or a person might be able to argue logically why his situation is an exception. If his argument is sound, most likely he will be right and an exception should be applied in this case.

Most of you judges are beta testers, so I assume you should all be used to how battles are judged. The battles here will be like phase 2 of beta, where the judge picks the battleground and makes the topic.

This is the most updated in terms of released jutsu. I believe there are more that they are witholding until the actual system begins.

Previously when creating a jutsu they were open for anyone to submit them according to the WC's standards per later review. I cannot speak for future jutsu creation.

All participants in this tournament are Chunin ranked, by the way.

no its only in your village and their will be chunin and jonin exams and that is the only way ...some one else check this
