I think of Rasen Shuriken as a different jutsu, but yeah. naruto took the fourth's jutsu to a level way higher than Saskue ever could with chidori.

Chidori- goes through you

Rasengan- goes through you and blows you away at high speed(even makes you rotate like a fan at times)

I personally like Chidori better since it's a Raiton Jutsu.

But deciding which one is better based of of power, I'd have to say it depends on who uses them. ie Kakashi using the resangan wouldn't have nearly the same power as Naruto, who mastered it enough to make Reasen-shuriken, but at the same time, Kakashi is more adapt at Chidori, since he made the jutsu, so he could defeat Naruto's Resangan, with his own Chidori.
